Phil Garber
Phil Garber - 2025 NLC New York City Fellow
Phil Garber is an artist, program consultant, researcher, and disabled person. He holds a B.F.A. in Photography and Video from the School of Visual Arts and an M.A. in International Affairs from The New School, specializing in monitoring and evaluation. His artistic practice and professional pursuits are deeply influenced by his experience as a person who stutters. In service of his M.A., Phil has conducted fieldwork in Guatemala, researched energy-grid inequalities in NYC, and conducted suitability studies for nuclear reactors on the Texas-Mexico border. His interventions are data-forward and lean on best practices - not flashy solutions. He believes in never being the smartest person in the room. He values the possible over utopia. The biggest barrier to change is political will.
