Frank Julca - 2024 NLC New York City Fellow

Frank Julca currently serves as Community Liaison for NYC Council Speaker Adrienne Adams, overseeing citywide LGBTQIA+ Affairs, as well as Criminal Justice, Public Safety, and Civil & Human Rights. In his role, he pushes for equitable LGBTQ+ services benefiting marginalized groups like LGBTQ+ youth, elders, queer people of color, and TGNCNB communities. He played an important role in addressing the City's response to the MPV outbreak, and has hosted multiple advocates at City Hall, forging impactful relationships with these leaders. He has worked alongside LGBTQIA+ Caucus Co-Chairs Crystal Hudson and Tiffany Cabán addressing hate crimes on trans and gender non-conforming communities and supporting drag performers.

Frank, a Peruvian-born public servant and queer activist, previously managed health equity advocacy at the Latino Commission on AIDS. He's a 2023 LGBTQ+ Victory Institute Empowerment Fellow, and a member of the CUNY LGBTQ+ Advisory Council. He's currently pursuing a Master’s in Public Health.
